This discussion paper reviews the literature on experiences with innovation under the existing emissions trading schemes in the USA. The basic result from this review is that the innovation effects triggered by emissions trading have been limited because a) targets were not constraining in the beginning, especially under the RECLAIM program, and b) developments outside the permit markets have been exploited to an extent that was previously unexpected. The latter finding can, however, also be understood in part as a result of market forces finding creative solutions. A further result is that methodological approaches that measure innovation behaviour appear to be at least as important for the understanding of the issue as those looking for actual observed innovation.

On 23 October 2001 the European Commission adopted a proposal for a directive for trade in greenhouse gas emissions. Following the US experience of emissions trading systems, this marks the first large-scale attempt to deploy this instrument of environmental policy in Europe. The proposal places European climate protection policy on a completely new footing. The prospects of its implementation have increased since the climate change conference in Marrakech. This paper introduces the draft directive and gives an initial economic appraisal. It concludes that the directive deliberately and wisely - limits the scope of the first trading phase starting 2005. Consequently, there is still considerable scope for increasing its efficiency (resulting from gains from trading) in later phases, namely by extending both the number of participants and the gases included. The number of participants in the first phase and the institutional arrangements, however, appear sufficient to enable a liquid, functioning market. In this respect, also the politically difficult decision to start with a compulsory system is to be welcomed. Important issues not yet sufficiently clarified include the concrete rules for defining the total permit quantity issued to participants by each Member State, and whether other economic sectors, which are to be treated by other policies and measures, will bear a comparable burden. Furthermore, the essential questions of primary allocation and treatment of newcomers which are in principle left up to Member States as well as the linkage of emissions trading with existing policies affecting the participating sectors must be solved before legal implementation is recommended.

Am 23. Oktober 2001 hat die Kommission der Europäischen Gemeinschaften einen Richtlinienentwurf für einen Handel mit Treibhausgasemissionen vorgelegt. Nach den amerikanischen Erfahrungen mit Emissionshandelssystemen ist dies in Europa der erste groß angelegte Versuch, dieses umweltpolitische Instrument in der Praxis einzusetzen. Dieser Entwurf stellt die Klimaschutzpolitik in Europa auf eine vollkommen neue Grundlage. Nach der Klimakonferenz in Marrakesch sind die Chancen für die Umsetzung dieses Vorschlags gestiegen. Wie ist der Richtlinienentwurf aus ökonomischer Sicht zu beurteilen?

Der geplante CO2-Grenzausgleichsmechanismus der EU (CBAM) umfasst nach Vorschlag der EU- Kommission nicht die Ausfuhren aus der EU. Wenn bei der Produktion in der EU Kosten durch den Europäischen Emissionshandel (EU-ETS) entstehen und beim Export kein Ausgleich dieser Kosten vorgenommen wird, kann dies die Wettbewerbsfähigkeit europäischer Exporte senken. Die vorliegende Analyse soll helfen, die Auswirkungen des CBAM auf die betroffenen Industriebranchen in Deutschland in Bezug auf die Exporte einzuordnen. Dazu werden die Exportintensität der jeweiligen Industrieprodukte ermittelt und die Kosten für den Zukauf von Zertifikaten ins Verhältnis zum durchschnittlichen Wert der Exporte der jeweiligen Produktgruppe gesetzt.

This analysis is intended to contribute to classifying the effects of the introduction of the CBAM on the affected industrial sectors in Germany in relation to exports. It analyses the export intensity and the costs for the purchase of certificates compared to the average value of exports of the respective product group.

This paper examines the connection between Nationally Determined Contributions (NDCs) under the Paris Agreement on the one hand and carbon leakage on the other. Firstly, this is done by considering different types of emission targets in the NDCs. With an NDC in a carbon leakage receiving country, shifted emissions in many cases require increased mitigation efforts, so carbon leakage comes at a cost to these countries. Secondly, entrepreneurial decisions are examined more closely. The mere existence of NDCs should already have an influence on them, albeit not on immediate production decisions (production leakage), but on medium- and long-term investment decisions (investment leakage).

The notion of carbon leakage has received much attention in recent years, both as a subject of research, and even more as an issue in the political debate on climate policy. As a consequence, there are different understandings of what constitutes carbon leakage, and different definitions. At the core, carbon leakage always looks at undesirable consequences of a situation where different jurisdictions pursue climate policies at different ambition levels; yet the different debates differ as to which consequences they consider, and how they are assumed to come about. This paper structures and summarises some of the debates around carbon leakage. To do this, it distinguishes different strands of the debate. These have viewed carbon leakage alternatively as a problem for the effectiveness of unilateral (or non-harmonised) climate policy, for its economic efficiency in terms of reducing emissions at least cost, for the competitiveness of businesses in the jurisdiction with more ambitious regulation, and as a possible contradiction for the emerging discussion on radical innovations and industrial restructuring towards a low-carbon economy. A second part of this paper discusses the different channels through which carbon leakage may occur and their underlying intuition. This includes production (or operational leakage), understood as a shift of production volumes and hence market share; investment leakage, which includes changes in production capacity in response to non-harmonised climate regulation; leakage transmitted through resource markets - in particular through the price of fossil fuels; and finally indirect leakage, which is triggered by indirect carbon prices.

The effectiveness of an emissions trading system in terms of reducing greenhouse gas emissions is mainly due to the magnitude of the specified emission cap. Assuming sufficient control, a quantitative emission target defined in such a way is quasi automatically achieved by the limited allocation of emission allowances. In functioning markets, this coincides with a somewhat higher allowance price as a scarcity signal for emissions. The cap setting in emissions trading is therefore a central political control mechanism. In order to evaluate the effectiveness of the European Emissions Trading System (EU ETS), the system boundaries in terms of geography, sectors and time and the rules for internationally flexible mechanisms and banking should be observed. EU ETS is a partial system that has so far covered about half of the emissions.

In October 2023, the EU introduced a Carbon Border Adjustment Mechanism (CBAM) imposing a carbon price on imports of selected goods to the EU market. One question that arises for the implementation of the new instrument is how third-country carbon prices can be recognised and deducted from CBAM payments. The discussion paper presents two possible approaches: One that recognises carbon costs that are actually incurred, and another that uses carbon price averages of the country of origin. The first, the actual payment approach, simplifies the questions of how to account for free allocation of allowances or tax rebates, and how to deal with subnational systems. It puts the responsibility of providing evidence on the CBAM declarants who have an interest in achieving the recognition of their carbon costs incurred under a third-country instrument, while the other approach, the average price approach, assigns more responsibilities to the EU. The discussion paper raises conceptual considerations and open questions regarding the technicalities of recognising third-country carbon prices, such as the treatment of multi-product installations or upstream carbon pricing instruments. It discusses challenges that are specific to the processes of cap-and-trade systems, tradable performance standards, and carbon taxes. A final recommendation on the design of the system for recognising third-country carbon pricing under the CBAM will not be developed as part of the paper. Instead, the paper aims to lay the general foundations for the process to establish binding EU rules, which is due to start in 2024 and to be finalised by the end of 2025 at the latest. The complexity of the issue, as analysed in this paper, implies that the EU will need a fair amount of pragmatism in designing the recognition procedure, keeping the regulatory burden manageable while at the same time effectively preventing carbon leakage. In the medium term, close cooperation with trade partners and pragmatic solutions to accommodate specific features of third-country systems could support a smooth implementation of the EU CBAM.

Dieses Gutachten untersucht das Zusammenspiel und die Kombination des EU-Innovationsfonds (IF) mit anderen Förderprogrammen auf EU und deutscher Ebene. Der Fokus liegt auf der EUETS Industrie und der Förderung von Sprunginnovationen mit einem hohen Potenzial zur Dekarbonisierung. Neben generellen Aspekten der Projektförderung ist bei der Kombination des IF mit nationalen Mitteln die Betrachtung des Beihilferechts essentiell. Das Gutachten stellt die wesentlichen Förderprogramme im Überblick in Form von Steckbriefen dar und untersucht dann anhand von zwei Programmen der EU-Ebene und vier Programmen aus Deutschland - darunter das neue Förderprogramm 'Dekarbonisierung der Industrie' und die Klimaschutzverträge - wie die Förderung konkret mit dem IF kombiniert werden könnte. Da der IF das Konzept der "relevanten Kosten" unter dem IF zur Bestimmung der förderfähigen Kosten einführt und nutzt, ist es methodisch nicht einfach, die Kombination mit nationalen Mitteln zu bestimmen. Das rührt daher, dass die Regelungen zur Kombination nur allgemein durch das Beihilferecht geregelt sind und die nationale Förderung andere Referenzen und eine andere Methodik zur Bestimmung der förderfähigen Kosten verwendet. Im Normalfall kann die nationale Förderung nicht verwendet werden um die Gesamtförderquote zusammen mit dem IF zu erhöhen, da der Förderhöchstsatz des IF von 60% gemäß den Beihilfeleitlinien auch in der Kombination nicht überschritten werden darf. Nur wenn die nationale Förderung als Ausschreibung gestaltet ist, sieht das Beihilferecht keine verzerrende Wirkung mehr und die Förderung kann dann auch bis 100% der Mehrkosten addiert werden. Bei einer Kombination mit nationalen Mitteln kann zudem die Förderung unter dem IF so angesetzt werden, dass im Wesentlichen operative Mehrkosten des Projekts gefördert werden. Das Gutachten stellt auch übergreifende Überlegungen zur Vergabepraxis, zur Rolle der Dekarbonisierung in den Förderprogrammen und zu den Lücken in der Förderlandschaft an. Die anstehenden Änderungen am Beihilferecht haben potentiell großen Einfluss auf die hier dargestellten Zusammenhänge und werden daher ebenfalls besprochen.

Der vorliegende Bericht präsentiert Vermeidungskostenkurven für Treibhausgasemissionen (THG-VKK) im stationären Teil des Emissionshandelssystems der Europäischen Union (stationäres EU ETS) für die Jahre 2030 und 2040. Sie umfassen alle 31, am EU ETS beteiligten Länder (inkl. Großbritannien) und alle relevanten Tätigkeiten/Sektoren mit Ausnahme des Luftverkehrssektors. Bei der Entwicklung der EU ETS-spezifischen Vermeidungskostenkurve kam ein System aus zwei Modellen zum Einsatz: Enertile, ein Modell zur Optimierung des Europäischen Stromsystems und FORECAST-Industry, ein Bottom-up-Simulationsmodell für die Industriesektoren inklusive Raffinerien. Neben einem Basisszenario wurden drei Sensitivitätsanalysen zur Überprüfung der Robustheit der Ergebnisse durchgeführt. Dieser Bericht enthält die entwickelten VKK, die Ergebnisse der Sensitivitätsanalysen sowie eine detaillierte Darstellung der eingesetzten Modelle und getroffenen Annahmen, um die Interpretation der VKK zu ermöglichen. Zusätzlich wurden die Ergebnisse mit anderen Studien verglichen und es werden die größten methodischen und inhaltlichen Herausforderungen bei der Entwicklung der VKK diskutiert.

Die Europäische Union hat angekündigt bis 2050 ihre Treibhausgasemissionen um 80 bis 95% zu senken. 2011 wurde dazu die EU low-carbon economy Roadmap der Europäischen Kommission veröffentlicht. Außerdem haben verschiedene Industrieverbände auf Einladung der Kommission eigene sektor-spezifische Roadmaps entwickelt und veröffentlicht, die sich im Detail und aus Sicht der Industrie mit dem Minderungspotenzial in einzelnen Industriesektoren befassen. Zu den Verbänden, die eigene Sektor-Roadmaps vorgelegt haben gehören der Europäische Stahlverband EUROFER, der Europäische Zementverband Cembureau, der Verband der europäischen Papierindustrie (CEPI), und der Europäische Verband der Chemischen Industrie CEFIC. In den letzten Jahren wurden auch vermehrt wissenschaftliche und Studien mit politischen Vorgaben veröffentlicht, die sich mit der Frage beschäftigen wie der Industriesektor langfristig dekarbonisiert werden kann. Diese Studien können hinzugezogen werden, um die von Industrieverbänden vorgelegten Studien in Perspektive zu setzen und die Ergebnisse kritisch zu hinterfragen. In diesem Bericht werden die wichtigsten Annahmen und Kernaussagen der Roadmaps sowie inhaltlich verwandter Studien vorgestellt. Das Ziel ist dabei eine transparente Aufbereitung der verschiedenen Dokumente zur Verfügung zu stellen und damit eine transparente Diskussion über die langfristigen Vermeidungspotenziale in der Europäischen Industrie anzuregen. Dazu werden die absoluten und relativen Minderungspotenziale, die wichtigsten Annahmen hinter den Szenarien sowie eine erste vorsichtige Abschätzung der Auswirkungen der Annahmen auf die Ergebnisse dargestellt. Dadurch soll das allgemeine Verständnis über die Studien und ihre Ergebnisse sowie die treibenden Faktoren dahinter gesteigert werden, Ähnlichkeiten und Unterschiede in den Ansätzen und Ausführungen aufgezeigt und mögliche Differenzen in den Vermeidungspotenzialen in den verschiedenen Studien erläutert werden. Darüber hinaus bietet dieser Bericht einen Überblick und Startpunkt für eine Auseinandersetzung mit den einzelnen Studien. Für ein vertieftes Verständnis der Studien sowie weitere Analysen, Vergleich und Bewertungen der Studien sei der Leser auf die Studien selbst verwiesen. Die in diesem Bericht zur Verfügung gestellten Ergebnisse der Studien können darüber hinaus für eigene Analysen verwendet werden.
